| 摘 要： | 建设三峡库区生态经济区是重庆市新世纪重要的区域发展战略，而开发人才资源是三峡生态经济区建设的首要任务，三峡生态经济区各区县必须制定合乎实际的人才战略、营造宽松的社会环境，改善育人环境、营造建功立业环境和创新工作环境，才能稳住现有人才，吸引大批外来人才。 |
