| 摘 要： | 就推行设计招标 ,引进竞争机制 ,进行技术经济的合理性分析 ,在设计时全面考虑施工的可能性和经济性 ,把审核设计作为造价动态投资控制的一项重要措施以及对现行设计费的计费方法和审核办法进行改革 ,实行优质优价的计费办法等方面进行了论述 ,并就如何加强设计阶段的工程造价控制 ,把工程造价的观念渗透到各项设计中进行了探讨
