| 摘 要： | 宏观调控权属于绝对公权力,绝对的权力也就意味着绝对的责任。宏观调控的主体主要分为决策主体、执行主体和监督主体,各主体承担不同的责任。在明确每个责任主体承担不同责任的同时,需要制定特定的诉讼程序,追究责任主体的宏观调控法律责任。
