新建本科院校内部管理制度化的理论与实践思考

制度化管理的实质是以理性的、正式规定的制度作为基本权威实施管理,即以科学制定的制度作为组织协作行为的基本约束机制,主要依靠外在于个人的、科学合理的制度权威管理.新建本科院校要进一步提高学校管理水平,推进现代学校制度建设,促使学校形成"自主管理、自主发展、自我约束、社会监督"的科学管理机制,进而提升学校的整体实力,就必须在学校内部实施制度化管理.在实践中,应确保制度的制定要规范,制度的内容要全面,制度的执行要严格,制度的创新要及时.

Systemized Inner Management in Newly Building University: Theory and Practice

The essence of the systematized management is one based on the rational and regular regulations as the basic authority,that is to say,the scientifically made system used as the basic constraint system of organization and cooperation action mainly depends upon the personal and scientifically reasonable system authorities' management.As for the newly building university,the level of management must be further improved to promote modern college system construction and help form the scientific system of self-management,self-development,self-constraint and social supervision.Then the integrated competence of the university can be enhanced.All these prove that systemized management must be enforced within the university.In practice,the making of the system should be surely normalized,its contents must be all-inclusive,and its enforcement should be strict and it must also be renewed in time.
