| 摘 要： | 结合能源效率的内涵与特点，构建以能源消费总量、从业人数以及资本存量为投入指标，GDP和环境影响（非期望产出）为产出指标的能源效率评价指标体系；用超效率DEA方法建立了能源效率评价模型，并评价了2003—2010年我国30个省市的能源效率．运用Tobit模型对我国能源效率的关键影响因素进行了计量分析，结果表明：第二产业占GDP的比重与能源效率负相关，技术进步、经济发展水平、进口依存度与能源效率正相关．

| Abstract: | Based on the connotation and characteristics of the energy efficiency, an energy efficiency evaluation index system that based on total energy consumption, working stuff population and capital stock as input index, GDP and environmental impact （the unexpected outputs） as output index is proposed. The energy efficiency evaluation model is established by using super-efficiency DEA method. 30 provinces and cities＇ energy efficiency in China from 2003 to 2010 is evaluated. The key impacts of energy efficiency are analyzed by using Tobit model. The results show that： the percentage of the second industry in GDP has a negative correlation with energy efficiency, while the aspects of technological progress, economic development level and the import dependence have a positive correlation with energy efficiency. |
