| 摘 要： | 改革开放以来,我国医疗卫生体制改革进展缓慢,主要问题是医疗费用高,服务质量不尽人意,公共卫生被忽视而且存在严重的不公平.从经济学角度讲,造成这些问题的首要原因是由于医疗卫生行业存在市场失灵以至于人们对引入市场机制产生怀疑,其次是政府作为市场经济的补充职能未能充分发挥,本文认为,现阶段我国卫生事业的改革出路在于引入市场机制的同时还要强化政府的职能.

| Abstract: | Little progress is made in the reform of medical care system in China. The main problems include higher cost, worse service and poor sanitation, because of market failures and government failures. It is suggested that the market mechanism should be introduced and the function of government enhanced. |
