Under the circumstances of the present internet, the struggle for existence of reference rooms at schools and departments of the higher education faces challenge seriously. This article, from the theoretical and practical aspects, discusses the necessity of enhancing the reference rooms at schools and departments of the higher education, and with a new viewpoint, probes the problems systematically, from the external and intermal constructions.
