| 摘 要： | 数字鸿沟是伴随信息通信技术（ICT）发展所产生的新现象。我国应该确立以ICT为中心的信息化发展战略，坚持公平与效率兼顾的原则，走技术与经济跨越式发展道路。采取推行普遍服务政策，加强人才培养，优化技术贸易政策，建立国家创新体系，加快信息基础设施建设，创新金融制度等六个具体对策，实现缩小我国数字鸿沟的战略目标。

| Abstract: | Digital Divide is a new phenomenon emerging with the development of information and communication technology(ICT).China should establish an ICT-centric information application strategy for technological and economic leap-forward while stressing both justice and efficiency.Six tactics are proposed to bridge Digital Divide in China:implementing universal service,promoting training for quality professionals,optimizing technological trading system,establishing a national system for innovation,expediting information infrastructure and innovating China's financial structure. |
