| 摘 要： | 为了弥补天使投资的不足,政府对初创期的科技创新企业提供科技资金以鼓励创新。但目前科技资金无偿投入的管理方式存在一些缺陷,难以达到天使投资同样的投资效果。有必要将无偿科技投入改造为科技产业投资基金,通过市场化和专业化的方式进行管理,以减少风险,提高科技创新企业的成功率。

| Abstract: | To make up the shortage of angel investment,government provides sci-tech funds to small and medium hi-tech companies to encourage the innovation.However,there are some defects in such a management approach of the voluntary input of sci-tech funds adopted currently,it is difficult to get the same investment performance as that of angel investment.So,it is necessary to transform the voluntary sci-tech input into sci-tech industrial investment funds,and to manage these funds through marketized and specialized mode to reduce the risk and increase the success ratio of sci-tech innovation enterprise. |
