我国特殊教育学校体育专项督导制度研究

教育督导制度是我国教育的基本制度,但各省市现已出台的特殊教育学校督导评估细则中有关学校体育工作的评估指标比例偏低,对特殊教育学校体育工作的督导作用十分有限.从特殊教育学校体育工作的特殊性、特殊教育学校体育的缺陷补偿功能、特殊教育学校体育对残障学生社会适应能力的培养等三方面论述特殊教育学校体育工作的意义和作用,阐明建立特殊教育学校体育专项督导制度的必要性.从现有教育法规和学校体育法规的有益补充、加强本地区特殊教育学校间合作与学习、促进特殊教育学校体育师资队伍建设等三方面分析特殊教育学校体育专项督导制度的实施及其过程,提出建立特殊教育学校体育专项督导制度的理论框架.

Research on school sports supervision system of special education in China

Educational supervision system is the basic system of education in China .However ,the pro-portion of school sports assessment indicators is low in the existing detailed supervising and evalua-ting principles on special education ,w hich results in a very limited supervisory role for the special ed-ucation school sports .The paper discusses the significance and role of the special education school sports in three aspects ,the particularity of special education school sports ,the defect compensation function of special education school sports ,and social adaptability training for the students with disa-bilities ,w hich clarify the necessity of establishing special education school sports supervision system . This article analyzes the significance and role of the special education school sports from three per-spectives ,the useful supplement of existing educational law s and regulations of the school sports , strengthening cooperation and learning between the special education schools in the same region ,and promoting the establishment of sports teacher team of special education school .The purpose is to of-fer theoretical reference for creating the special education school sports supervision system .
