| 摘 要： | 以厂商采用污染治理新技术后利润的变化为基础,分析了排污权拍卖、排污权免费分配、排污税、污染排放标准等环境政策对厂商污染治理技术进步的激励问题。研究结论表明,当厂商是排污权的购买者时,环境政策对厂商污染治理技术进步激励的大小顺序为:排污权拍卖、排污权免费分配、排污税、污染排放标准;当厂商是排污权的出售者,并且污染治理技术进步使排污权价格下降足够小时,环境政策对厂商污染治理技术进步激励的大小顺序为:排污权拍卖、排污税、污染排放标准、排污权免费分配。
