摘    要:针对南水北调东线供水公司与员工之间道德风险问题,应用信息经济学中委托代理理论,给出了降低道德风险的激励模型,并对模型进行了分析,指出:精神激励和物质激励有助于提高员工的努力水平,要建立以员工偏好为导向的激励组合;员工的努力程度与员工的心理不安成本呈正相关关系,委托人可以进行道德教育,提高员工的心理不安成本;员工的努力程度与员工能力呈正相关关系,因此委托人要加强员工能力的培养,提高他们履行岗位职责所必需的专业知识和技能;绩效评价可采用主观评价和客观评价相结合的方式.

Abstract:With regard to the moral hazard between water supply companies and employees in South-to-North Water Transfer Project,an incentive model for decreasing the moral hazard was given by use of the principal-agent theory in economics of information.Through analysis with the model,it is pointed out that the mental incentive and material incentive may help to improve the efforts of workers,and it is necessary to establish a combinatorial incentive mechanism relying on workers' favoritism.It is also concluded that the workers' efforts are not only positively related to the cost in their psychological factors,but also positively related to their ability,therefore moral education and ability cultivation should be emphasized in companies.Moreover,the objective evaluation and subjective evaluation should be combined in effect and benefit evaluation.
