社会主义新农村建设中优秀乡土聚落的保护与发展—以桂林市兴安县高尚镇待漏村规划为例

在中国广大农村，现在还有不少极具价值的乡土聚落，在进行新农村规划时应予以注意。文中以桂林市兴安县待漏村为例，对乡土聚落保护与利用普遍存在的问题进行分析，从城市规划层面对其未来的保护与发展方式进行探索。指出在政策上应确定保护标准，加强法规建设，探索土地置换、民居产权转移的新政策，鼓励并建立多渠道资金投入优秀乡土聚落保护机制等；在产业上可发展旅游产业带动型新农村；在规划中合理确定保护与建设区域，进行有机更新。

Preservation and Development of Fine Habitats in the Construction of Socialist New Rural Area

From the planning practice of Dailou,a village in SW China,this paper analyzes the existing problems in preservation of fine rural habitats in the construction of socialist new rural area,and argues that we should establish protecting standards and regulations,explore policies of land exchange and residential property transfer,and establish the multi-channel funding mechanism.Tourism industry can be developed on the protected habitats.
