| 摘 要： | 长久以来,我国的公共服务建设注重内容与结构,却忽视了公共服务体制公平、责任、服务意识等方面的建设,即忽视了公共行政精神的塑造。可从强化责任意识、扩大民主参与途径、维护公平正义、树立服务理念、加强法制保障五个方面来完善我国公共服务体制、重塑公共行政精神。
