| 摘 要： | 公民有序参与公共政策的制定，是建设有中国特色社会主义民主政治的重要内容之一。然而，目前我国公民参与公共政策的程度还比较低，一些问题还比较突出。应从以下几个方面努力：强化公民参与意识，提高公民参与能力；健全政策参与制度，规范公民参与途径；健全法律法规，保障公民有序参与。

| Abstract: | This paper suggests to solve the existing problems in citizen participation in public policy formulation from several aspects： Enhance citizens＇ awareness of participation and improve citizens＇ ability of involvement; perfect the system of police participation and standardize approaches of citizens＇ involvement; improve related laws and regulations and safeguard citizens＇ orderly participation. |
