构筑创新体系 迎接时代挑战

文章在简述构筑创新体系的重要性和必要性的基础上，着重探讨了构筑地方技术创新体系并与国家技术创新体系对接与融合的问题，同时结合山西实际，提出了对接与融合的若干对策建议及实施步骤。文章指出：必须把我国省地方技术创新体系内入国家技术创新体系的轨道；必须突出我省地方技术创新体系将色并恰当地融入国家技术创新体系；必须顺其自然地分阶段按步骤有计划实施对接；必须加强创新中的创新意识。

Structuring Innovation System for Accepting the Challenge of the Times

On the basis of briefly introducing the significance and necessity of structuring innovation system, this paper emphatically probes into the problems in structuring local technical innovation system and in jointing and mixing it with national technical innovation system,pointing out that the local technical innovation system of our province must be brought into the orbit of national technical innovation system, the characteristics of the local technical innovation system of our province must be mixed togather rationally with national technical innovation system, the joint must be practised step by step in a planned way and in accordance with its natural tendency, and the consciousness of innovation must be strengthened in the course of innovation.
