摘    要:由于城市外来流动人员的不断增加,如何服务好、管理好这些人员成为一、二线城市的当务之急。为了保证外来流动人口的权益并激励其积极性,利用积分制管理策略,并将多目标决策问题与积分系统相结合,在公平的基础上解决流动人口问题,促进社会发展。基于外来流动人员的人口现状,采用支配法、线性加权法和熵权-理想点法来建立多目标决策模型,通过MATLAB仿真对3种方法分别从有效性、实用性、合理性及评分效率方面进行分析,从而选择出最优的算法进行积分生成,确保时效性和资源利用率最优化,并将设计思想用于外来流动人员积分管理系统之中加以实现。系统运行结果表明,该系统能准确、高效地满足工作的实际需求,更好地保障外来人员的合法权益,提升政府的服务管理水平。

Abstract:In view of the increasing number of migrant workers in the city, how to serve and manage these people has become the top priority of the first and second tier cities. In order to guarantee the rights and motivate their enthusiasm of migrant workers, the management strategy of integration system is used. The multi-objective decision problem is combined with the integration system to solve migrant workers problem on the basis of fairness and promote social development. Based on the population status of migrant workers, the multi-objective decision-making model is established by using the domination method, linear weighting method and entropy weight ideal point method. Through MATLAB simulation, the three methods are analyzed from effectiveness, practicability, rationality and scoring efficiency respectively, so as to select the optimal algorithm for integral generation to ensure the optimization of timeliness and resource utilization. The design idea is used and realized in the integration management system of migrant workers. The operation of the system shows that the system can meet the actual needs of the work more accurately and efficiently, better protect the legitimate rights and interests of the migrant workers, and improve the service management level of the government.
