斯大林时期党的干部队伍建设的经验与教训

摘    要:斯大林十分重视干部队伍的建设,在他看来,干部是国家最为宝贵的财富,政治路线确立以后,干部就是决定的因素。斯大林重视干部的选拔和任用,论证了挑选干部的政策和标准,还特别强调注意从年轻人和知识分子中培养干部。为了加速干部队伍的知识化和专业化,斯大林推动建立了党和苏维埃的教育网。对党和苏维埃的大批干部进行培训,以提高他们的思想水平和科技水平。斯大林时期干部制度也存在许多问题。这些经验和教训,对新时期中国共产党加强执政能力建设,具有重要的启示作用。

Abstract:Stalin highly valued the importance of cadre cultivation.In his opinion,cadres were the most precious wealth of a nation and they were decisive factors once the political line was decided.He had stated the policy and standards of cadres' selection and particularly emphasized that we should cultivate cadres from the young and intellectuals.In order to accelerate the intellectualization and specialization of the ranks of cadres,Stalin impelled the establishment of the party and soviet's education system.A large majority of cadres were trained to improve the levels of their ideology and profession.But at Stalin's time the cadre system also had many problems.The experiences and lessons from Stalin time cadre cultivation give us much inspiration to enhance the governance capability of the Communist Party of China in modern times.
