Stalin highly valued the importance of cadre cultivation.In his opinion,cadres were the most precious wealth of a nation and they were decisive factors once the political line was decided.He had stated the policy and standards of cadres' selection and particularly emphasized that we should cultivate cadres from the young and intellectuals.In order to accelerate the intellectualization and specialization of the ranks of cadres,Stalin impelled the establishment of the party and soviet's education system.A large majority of cadres were trained to improve the levels of their ideology and profession.But at Stalin's time the cadre system also had many problems.The experiences and lessons from Stalin time cadre cultivation give us much inspiration to enhance the governance capability of the Communist Party of China in modern times.
