摘    要:从港口规划环评环境风险分析一般程序和重点问题出发,在总结分析内河港口规划与建设的特点的基础上,以武汉新港总体规划环评为案例探讨了以下内容:首先应着重从全港或区域尺度分析具有的危险品储运功能区域优化、统筹,风险最小化的调整方案;其次结合周边敏感目标,分析水陆域危险品储运作业功能单元风险可接受性;还应提出多种可能的情景方案,重点协调航道与锚地等水工布局与环境敏感区之间的空间关系;最后将饮用水水源保护区、重要水生生物的自然产卵场及索饵场、越冬场和洄游通道、天然渔场等三类环境敏感目标作为环境风险值评判的最重要评价对象.

Abstract:It set out from the normal procedure and key problems of the environmental risks analysis in the port planning,summarized the characteristics of the planning and construction of inland port and took the Wuhan Newport as a typical case to discuss.It mainly analyzing the optimization scheme with good coordination and smallest risks of the dangerous cargo’s storage and transportation function area at the whole port or regional level,mainly analyzing the unit risk acceptability of the dangerous cargo’s storage and transportation in water and land area,combined with surrounding sensitive objects,put forward suitable alternatives of coordinating the spatial relationship between the river channels and anchorage areas’ irrigation work layout and environmental sensitive areas,took the three kinds of environmental sensitive objects of the sources protection zones for drinking water,the significant aquatic organisms’ natural spawning ground,feeding ground and wintering ground and the migratory channels and natural fisheries as the most important evaluation objects in the environmental risks evaluation.
