中国沿海自然灾害及减灾对策

根据１９４９￣１９９０年沿海各省市区级报刊自然灾害记录及有关海洋自然灾害资料，分析了研究区自然灾害的时空分异规律，重点讨论了海洋自然致灾因子及沿海各县（市）社会经济发展（承灾体）在本区灾情形成中的作用，在此基础上，提出了研究区减灾对策。

NATURAL DISASTER AND RESPONSE MEASUREMENT IN CHINA'S COASTAL ZONE

According to natural disaster recorded in the study zone provincial newspaper from 1949 to 1990, and marine natural hazards recorded in the Marine Observation of China from 1950 to 1990, this paper analyses temporal and regional differentiation of natural hazards in the zone, discusses the interaction among the marine disaster system in the China's coastal zone. Based on these researches, several important disaster reduction response measurements are put forward. (1) Regionalization of natural disaster in China's coastal zone is very obvious. This paper devided the natural disaster region of China into four regions, such as North,Meddle-North, Middle-South and South region. (2) The times of main marine hazards in the zone have no obvious increase, but it shows a fluctuation increasing during 40 years period from 1949 to 1990. (3) The natural disasters in the zone have obvious increase in the same periods, this situation relates mainly to the human activities on the bases of the natural hazard. (4) It is very important that strengthening overall plan of disaster response measurements in the zone, coordinating relationship between the economic development and disaster reduction, controling the landuse spreading in the high risk area of study region,perfecating management system of wetland in China's coastal zone.
