基于．Net的人地挂钩动态监测监管系统的设计与实现

“人地挂钩”政策是城乡建设用地增减挂钩制度的延伸和拓展，是统筹城乡发展中土地利用方面所采用的新政策，是一种新的土地管理和新的城乡互动发展模式.采用ArcGIS开发平台，ASP．Net，C＃等技术建立的河南省“人地挂钩”动态监测监管系统，能够对全省土地综合整治试点项目、“人地挂钩”指标交易实现在线监管和实时监控，加大了“人地挂钩”工作中的透明度，提高了工作效率.同时，河南省“人地挂钩”动态监测监管系统建设，为保障省域、市域城镇化、工业化以及新农村建设用地等良性发展提供技术支撑，也为“人地挂钩”政策的完善以及在全国范围内的应用和推广提供了方法和思路.

Design and Implementation of the Population-land Hook Dynamic Monitoring and Supervision System Based on .Net

The population-land hook is the extension and expansion of the institution of plus and minus hook between urban and rural construction land,is a new policy that will be adopted in the land use in urban and rural development as a whole,is a new land management mode,and a new urban-rural interaction development mode. The population-land hook dynamic monitoring and supervision system,that has been set up by ArcGIS,Asp.Net, C# and so on,can realize online-regulation and real-time-monitoring for comprehensive land management and population-land index-trading,increase the transparency,improve the working efficiency. And the same time,it is that can provide technical support for the benign development of urbanization,industrialization and the new rural construction land and other,can provide methods and ideas for the perfection of the population-land hook policy and the promotion and application in the nationwide.
