| Abstract: | The existing time of Party government by the Chinese Kuomintang and finishing Xunzheng and implementing Constitution-lism are two of the hottest debating questions in the studies on the theory and system of Party government before 1949. This paper summarizes the main studied viewpoints of the two questions. |
