包容性增长理念下的特困片区扶贫开发研究——以罗霄山片区炎陵县为例

集中连片特困地区扶贫攻坚被划为"十二五"规划期间的重要内容,而湖南省株洲市炎陵县是中部地区罗霄山连片特困地区的典型贫困县之一,贫困状况严峻。通过对炎陵县进行实地调查和数据统计分析,在炎陵县扶贫规划中应以包容性增长理念为指导,调整和优化产业结构、转变经济增长方式,改变扶贫开发观念和方式、完善基础设施建设、利用政策优势整合公共资源,加快实现县域经济的包容性增长,推进中部地区罗霄山片区扶贫攻坚进程。

Research on the Poverty Alleviation and Development of Concentrated Destitute Areas with the Concept of Inclusive Growth

Yanling county in Zhuzhou city, Hunan Province, is one of the typical poverty county in the central area of Luoxiao moun- tain destitute areas. The Poverty Alleviation Planning of Yanling county is guided by the idea of inclusive growth to adjust and optimize industrial structure, and transform the mode of economic growth; to change the ideas and methods of poverty alleviation and develop- ment, improve the infrastructure construction, and take the advantage of the policy for integrating public resources, so as to speed up the realization of inclusive growth of county economy and promote the crucial process of poverty alleviation of Luo Xiao Mountain.
