| 摘 要： | 通过分析污水处理厂处理效率与运行费用之间存在的一种典型的非线性行为 ,推断环境的总改善率与投资费用之间也应该存在着同样的非线性关系 ,并通过实例探讨了考虑这种非线性行为的规划投资策略相对传统方式的优点 ,为环境决策者们制订水环境总体规划提供新的思路

| Abstract: | This paper analyzes a typical non-linear behavior existing between efficiency and operating cost of waste-water processing plant,and it is considered that the non-linear behavior should also exist between environmental improvement and investment cost. An example is taken to illustrate the advantages of the new strategy considering the non-linear behavior by comparing with the traditional method.So a new thought is provided for environment policy-makers to make water environment general plan. |
