| 摘 要： | 规划环评作为环评领域发展的一个新方向,目前面临着一些突出的问题。通过规划评价工作实践发现,规划本身存在的问题是现阶段制约规划环评开展和发挥作用的主要原因。着重讨论了现阶段如何进行规划环评的问题,提出了现阶段开展规划环评的主要思路与对策,以促进规划环评的良性发展。

| Abstract: | Plannings’ environmental impact assessment（PEIA）,being as a new direction of the development of the field of environmental impact assessment（EIA）,is facing some prominent problems at present.Through the working practice,it was found that,the problems existing in planning itself were the major causes for restricting the implementation and development of PEIA.This paper aims to discuss how to carry out PEIA at the present stage,and proposes some main ideas and strategies for developing PEIA at the present stage in order to promote the sound progress of PEIA. |
