摘    要:工程量清单计价的实施为投标单位采用不平衡报价提供了有效的载体。有经验的投标人通常采用不平衡报价以期"低价中标,高价结算"。本文主要阐述了不平衡报价的产生原因及表现形式,并针对投标人的各种不平衡报价提出了防范措施,从而维护业主的合法利益。

Abstract:Quantities of the implementation of pricing units for the imbalance in the tender offer provides an effective carrier.Experienced bidders usually bid imbalance with a view to "the successful low-cost,high-value settlement." This paper elaborated on the cause of the imbalance in pricing and performance of the form,And for bidders to offer a variety of imbalances in the preventive measures,In order to safeguard the legitimate interests of owners.
