Local Clusters of Enterprises and Institutional Innovation in Administrative Regions

The extraordinary performance of local clusters of enterprises in economic growth has aroused the attention of the academic world. They are of following characteristics: (l)They are a kind of cooperation among those small and medium-sized enterprises, resulting from market competition; (2) They are of independent proprietorship, that is, the individual firm in the clusters has its own benefit; (3) They are a system of continuous innovtion;(4) They are based on fidelity and honesty; (5) Their ormation is not directly related to the endowment of natural resources in the local area. They come into being spontaneously and voluntarily, and can not be made intentionally by a certain group of people. The government of the administrative region can provide favorable conditions for the formation and healthy development of local clusters of enterprises by boosting system innovation, including protecting the proprietorship, providing inexpensive but good quality public goods, fostering social honesty and supporting different kinds of intermediary institutions.
