| 摘 要： | 为了实现水下信息战人才综合能力评估定量化，剖析了水下信息战人才胜任力模型产生的背景，分别定义了水下信息战人才胜任力及其模型，运用行为事件访谈法编制了水下信息战人才胜任力调查表，基于德尔斐法深入基层部队进行调研，经过对调研数据的统计分析，构建了水下信息战人才胜任力模型，并解读了此模型。

| Abstract: | In order to realize the quantification of comprehensive ability evaluation on personnel of underwater information-based warfare （PUIW）, it is necessary to analyze the backgrounds of bringing forward the competency model of PUIW. And the competence and the competency model of PUIW are defined respectively. A competence questionnaire of PUIW is made by behavioral event interview （BED method, and a research for the questionnaire is done in army units at grassroots＇ level based on Delphi method. The competency model of PUIW is set up after statistical analysis on the research data, and meanings of the proposed model is analyzed. |
