摘    要:目前,能量控制仍然是战争取胜的关键手段,核武器技术的发展使其战场杀伤功能已达到极限。针对核武器愈益扩散所带来的毁灭性的威胁,要求彻底销毁核武器的呼声愈加强烈。在一个没有权威政府的世界体系中,建构无核世界遵循国家间安全利益交易的理性博弈原则。无核世界的现实建构无法超越权力政治的起点,同时也应看到每种形式的权力都以不同的形式影响无核世界建构的行为与动力。可行的做法是将各种权力作用纳入到无核世界的现实建构中来,才能在世界各国寻求各自国家安全利益的过程中,朝着建构无核世界迈出实质性的步伐。

Abstract:At present, the energy control is still the key to win the war. The development of nuclear weapons' technology means its function of inflict casualties on the battlefield has reached the extreme. Facing to the crushing threats brought about by the proliferation of nuclear weapons and its unfolded characteristics as an ultimate weapon, a call for a thorough destruction of nuclear weapons is growing. The construction of a nuclear-free world follows the principles of rational games of the transaction of national security in an anarchic society. The realistic construction of a nuclear-free world cannot transcend the realities of power politics. Different forms of power obviously impact the behavior and the motive force in constructing a nuclear-free world. A realistic approach is that the roles of the various powers should be brought into the realistic construction of a nuclear-free world. Thus, each national state would walk with substantial steps toward the construction of a nuclear-free world in the course of the seeking their own national security interests.
