| 摘 要： | 为了提高装备经费管理效益，对装备经费管理运行机制的内涵、特征及其构成进行了探讨。从强化科学决策、强化统筹安排、强化整体观念、量化目标标准和加强人才培养几个方面出发，给出了完善装备经费管理运行机制的措施。

| Abstract: | In order to benefit the equipment funds management, it is necessary to discuss its connotation, characteristics and operation mechanism. This paper offers a way to constantly improve its operation mechanism from five aspects such as： improving scientific decision-making, strengthening plan as a whole, strengthening the overall conception, quantifying target criteria, and enhancing talents cultivation. |
