科技评价基本要素分析

摘    要:科技评价中遇到的诸多问题往往不是具体方法或指标的问题,而主要是由于对科技评价的系统特征缺乏认识。文章从科技评价活动的本质出发,跳出具体的评价活动,运用系统论理论抽象地研究科技评价的系统特征,对科技评价基本要素进行分析。

Abstract:The many problems of science and technology evaluation encountered are often not for specific targets or methods of problems, mainly because of a lack of awareness of the system features of science and technology evaluation. Based on the essence of science and technology evaluation activities, the authors jump out specific evaluation activities, use system theory to study abstract science and technology evaluation characteristics, and analyze the basic elements of science and technology evaluation.
