云南公共文化服务建设的投入现状与发展建议

云南已经建成较为完整的公共文化服务体系，但在国家文化建设总量投入较少、并且向东部倾斜的背景下，云南公共文化建设投入整体水平偏低。由于云南人文历史、经济社会的特殊性，公共文化建设较为复杂，在实现基本公共文化服务均等化的目标之上，还承担着社会和谐、边疆稳定、民族繁荣多种任务。针对云南公共文化服务的特殊性，要进一步明确公共文化服务体系中的财政责任，并向落后地区和民族地区倾斜，形成合理的公共文化服务体系体制架构。

Current Situation of Public Cultural Investment and Development Proposal

A complete public cultural service system has built Yunnan, though the level is low level and cov- erage is wide. In the context of less investment but more in the eastern districts, Multi - tasks of social har- mony, stability in the boundary areas and national prosperity are also for the public cultural service develop- ment besides the basic public cultural service due to the humanity, economic and social specialty in Yun- nan. Therefore, it is urgent to enhance the public cultural service development in Yunnan. Facing the spe- cialty in Yunnan, the construction of public cultural service in Yunnan should focus on the area of backward and area of ethnic groups.
