人民调解的体系重构——以云南省沾益县“一十百”为例

人民调解在我国基层社会的治理中一直具有不可替代的地位和作用,但其体系一直是混乱和不系统的.云南省沾益县“一十百”管理模式从纠纷解决的角度,对人民调解体系进行重构.强调以十户代表、百户代表为主体架构,以个人调解工作室为合理补充,以司法确认为最终保障的合理体系,并构建和完善其评价标准,以保证这一体系的健康发展.

Reconstruction of People＇s Mediating System——A Case Study of the ＂Ten-and-One Hundred＂ Project in Zhanyi of Yunnan

The people＇s mediating system plays an irreplaceable role in the basic social regulation in China,but the system is still not a systemic system. The ＂Ten -and - One Hundred＂magerial project in Zhanyi of Yunnan is to reconstruct the people＇s mediating system from the perspective of solving the disputes. The project focuses on ten or one hundred families as the representatives, the personal mediating office is to complement to the mediating system and the judiciary confirmation is to be the ultimate secure system. The evaluating standard is to be improved so that the system is to be developed healthily.
