自主选择与政府规制:一个近郊村的城市化探索——以台州市F村为例简

近郊村是城市化所伴生的一种社会存在，处于城市与乡村的交接地带，具有明显的过渡性和边缘性。对于该类型村庄如何发展，政府并没有明确的政策规划。个案村F村是一个典型的近郊村，它以一系列自主性行动来应对城市化大潮的挑战，其村庄物业化、村庄企业化、福利的村庄依赖性、村庄管理的自主性等实践为近郊村城市化积累了宝贵的“自发性经验”。这一过程充满了理性与非理性、主动与被动、自主选择与政府规制等因素，而F村在冲突与博弈中不断探索着自己的发展方向。对F村来说，处理好村庄、市场与政府的关系，主动地适应城市化进程，实现城乡融合而非农村单向度地融入城市，走一条“乡土型城市化”的道路未尝不是一种很好的选择。

Autoselect And Government Regulation the Expore of Urbanization of a Suburban Village-- A Case of Village F,a Suburban Village,in Taizhou

Abstract： Suburban village is a kind of social being associated with urbanization, typical of transitional zone between city and the countryside. There is no explicit governmental plan for the development of this type of villages. Village F, a typical suburban village, is dealing with challenges with a series of independent actions, and with its village property, village enterprise, village welfare dependence, the autonomy of village management, and so on, it has gathered precious spontaneous experience for urbanization of suburban villages. This process is full of rationality and non-rationality, initiative and passivity, independent selections and governmental regulations, but Village F is exploring its own direction of development within conflicts and gaming. It may be a good choice for Village F to handle the relationship between village, market and government, to adapt to urbanization actively, to realize fusion of city and the village rather than the incorporation of the village into city, and to take a road of home-based urbanization.
