| 摘 要： | 文章重点介绍1987年《西藏自治区学习、使用和发展藏语文的若干规定（试行）》和1988年《西藏自治区学习、使用发展藏语文的若干规定（试行）的实施细则》正式发布以后，有关藏语文教学和基础教育方面的内容。有许多的工作值得回顾，有许多的措施值得分析，有许多的经验值得总结，这些政策对当时和今后很长一段时间的藏语文授课工作还会起到积极的推动作用。

| Abstract: | The paper is introducing the content of Tibetan teaching and elementary education in Tibet after the implementation of Several Rules of Learning, Using and Developing Tibetan in Tibet Autonomous Region （for trial implementation） in 1987 and The Detailed Rules of the Implementation Several Rules of Learning, Using and Developing Tibetan in Tibet Autonomous Region （ for trial implementation） in 1988. There is much more to review and to summarize the experience of Tibetan teaching, which will benefit Tibetan teaching for a long run. |
