近几年来,各地的固定资产投资增速过猛,高耗能高污染产业层出不穷,违法滥征乱卖土地等现象日益引起中央政府和社会各界的关注。文章揭示了地方政府生产性投资膨胀的现状,剖析了引发地方政府和中央政府之间利益冲突的两个根本原因,即地方政府独立的市场化利益取向和地方财政体制改革相对滞后,并为治理这一问题提出了若干建议。

On Investment Expansion from Local Governments and Relevant Countermeasures

This paper discusses the productive investment expansion form local governments and analyzes the causes of interest conflict between local and central governments, which are the marketization, interest-orientation and backward performance of fiscal system in local governments.
