| Abstract: | This paper introduces the importance and necessity to promote the water saving irrigation in the situation of scarcity of water resources at present,and points out that strengthening the hardware transformation of irrigation area and promoting the conceptual change of water use are the effective ways to implement the water saving irrigation. |
