| 摘 要： | 洪水灾害风险评价是对风险区遭受不同强度洪水的可能性及其可能造成的后果进行定量分析和评估．包括洪水发生的可能性及其由此而引起的可能的后果．因此，开展洪水灾害风险评价对风险区土地的合理利用与投资、洪灾预防与管理、洪灾保险制度的建立以及灾期的快速评估和辅助决策等具有重要意义。本文分析了洪水灾害风险评价的内容，探讨了将洪水灾害与风险区价值及抗灾性能作为整体进行洪水灾害风险评价的理论和方法．

| Abstract: | As a natural disaster whiCh occurs frequently and seriously,flood disaster risk assessment(FDRA)is significant for the rational utilization and investment of land, prevention,treatment and insurance of flood disaster,and quack assessment and auxiliary decision in the period of flood.FDKA is defined which includes not only the probability of occurance of flood,but ho the probable result which is due tO the flood. It is also theoretically and methodically approached the FDRA whiCh Put the flood disaster and the value of risk property and the quility of resisting find disaster in risk area together in this paper. |
