公共价值与公共治理

公共价值是指客体的公共效用、主体的公共表达和规范的公益导向．公共价值一经形成必然寻求实现，而公共价值的实现离不开组织和管理．人类实现公共价值的组织管理形式可以区分为：政府管理、公共管理和公共治理．公共治理能够最大限度地抑制公共权力的扩张和腐败，能够最大限度地集中和体现公众的意志，所以是实现公共价值的理想途径．
