"公众评议"之于科学研究的功能

近年来,公众对于科学研究领域所存在的不良现象的评议越来越多;作为一种新的评议方式,“公众评议”不仅有利于监督科学研究的“价值”;也有助于澄清科学研究的“事实”;“公众评议”还有益于改进科学研究的“治理机制”。“公众评议”并不具有最终的裁决权,甚至会带来一定的负面效应;但是,总体上看,它对于促进转型期科学研究中的“同行评议”等科研评审机制的完善以及增强科学研究领域的“自主性”等都能起到积极的功能。

There are more and more comments on scientific research these years.As a new mode of comment,"public comments"is not only propitious to supervising the value of scientific research but also helping to clarify the reality of scientific research.Except for these,it is beneficial to the mechanism of governance."public comments"does not have the authority of verdict,indeed,it may bring some negative impacts.But as a whole,it can make positive function for consummating the comment mechanism of scientific research and boosting up self-determination of scientific research area.
