| 摘 要： | 自1914年美国成立国会服务部从事科技相关问题的分析评估以来,美国的科技评估围绕政府对科学研究的管理需求逐步拓展和深化,业已形成面向结果与绩效的管理理念,并越来越关注战略规划的制定和实施。与此同时,科技评估的组织已形成较为完善的法律框架和科技政策体系,内容丰富、形式多样的科技评估已成为美国国会、联邦政府以及各类科研机构规范化、制度化的经常性工作行为。

| Abstract: | Run down to the establishment of the Congressional Research Service in 1914,S&T evaluation in the US has been expanding and deepening to meet government's need.Up to now,the US has formed consummate legal framework and policy system on S&T Evaluation.Normative S&T Evaluation with rich contented is a kind of authoritative daily work of federal and congressional organization as well as S&T institutions.The management thought of S&T evaluation in the US has also shifted to S&T outcome and performance. |
