| Abstract: | In the late Qing Dynasty,continuous wars of aggression made the Qing government unable to burden,and the frequency of the Yellow River floods devastated the Chinese nation to a more severe test.The Yellow River burst from year to year and the policy of the Yellow River fell into ruin.The root causes was administrative corruption,official incompetence,negligence and inadequate incentives. |
