| Abstract: | Through analysis on the features of water conservation &transformation engineering in Fenhe River irrigated area and the problems existing in competitive bidding of this engineering, this paper illustrates that putting undue stress on the qualification of construction enterprises in water conservation &transformation engineering in irrigated area can't be adopted. |
