陕西农村义务教育阶段"两免一补"的现状与思考

贫困地区农村的义务教育越来越引起党和政府以及社会各界的关注。国务院决定,到2007年,争取全国农村义务教育阶段家庭经济困难学生都享受到“两免一补”,努力做到不让学生因家庭经济困难而失学。我省是全国贫困面较大的省份,我们通过深入调查,基本掌握了调查地义务教育阶段学生,特别是家庭经济困难学生的基本情况,推算出我省义务教育阶段家庭经济困难学生现状,并就我省贫困县（区）的义务教育和下一步全面开展“两免一补”工作提出了意见和措施。

Current Situation and Consideration about the Policy of "Two Exempt and One Subsidy" in Rural Compulsory Education in Shaanxi

The compulsory education in the poor rural areas has aroused more attention of Party and government and people of all walks of life.The State Council decides that by 2007,all the rural compulsory students who come from financial difficult families be entitled to enjoy the policy of "two exempt and one subsidy" i.e.exempt from incidentals and books fee,subsidize the living cost.Shaanxi is a province with large poor areas.So the basic investigation and control of current situation of the poor compulsory students in Shaanxi will develop some new ideas and corresponding measures to thoroughly carry out the policy later.
