传统计划经济的基本特征是政府在整个经济活动中处于核心地位，而在市场经济条件下这一角色必将让地市场，因此，从计划经济向市场经济的转轨，势必要取决于政府角色的成功转换。这实际上就是转轨过程中所要解决的核心问题，中从四个方面分析了体制转轨过程中政府职能所必须发生的变化。

The Functions of Government, a Line Between the Planed Economy and the Market Economy

The basic features of traditional economy is that the government is at the center of the whole economic activities,and on the market economy conditions,the core position has to be transferred to the markets.So,the transition from the planned economy to the market economy must depend on the successful transfer of the government function.In fact,this is the core problem to be solved in the process of the transition.The transition of the government funcitions in the process of the transform are analyzed in four sides.
