文化引导发展:以中国西部内源发展项目为例

以相关中国西部民族地区内源发展项目社会评估的一些重要案例,讨论了“以文化引导发展”的理念和实践问题,认为新的发展观念的贯彻实施必须有相应的操作方法上的保障。而为世界银行所倡导的如项目前做好评估、注重当地人的发展自主权和文化传统、制定特殊政策以增强弱势群体的发展能力等方法就很值得借鉴。

To Develop through Culture:Cases of Endogenous Development Projects in West China

By analyzing some major projects of endogenous development and their evaluation in the western minority areas, this paper discusses the concept and practice of "developing through culture", and argues that the implementation of new concepts should be guaranteed by corresponding methods. Some of the methods advocated by the World Bank are of great referential value, such as making evaluation beforehand, showing concern for the decision-making rights and cultural tradition of the local people, making special policies to improve the capacity of the vulnerable groups.
