构建物流安全系统的框架研究

我国物流业频繁发生安全事故,给社会和经济造成极大的损害。但业界对物流安全的理解仍然比较片面,使得政府和企业的物流安全措施不到位或不配套,因此有必要从多个角度提出一个完整的物流安全系统框架以辅助决策。本文分别在仓储、运输、信息和交易4个功能以及技术设备、流程规范和人员管理3个层次上,提出建设物流安全系统的要求,并将整个系统划分为预防、保障和应急3个子系统,最后根据供应链思想,提出以安全链思想为指导原则的物流安全系统建设措施。

Framework Study on Safety of Logistics System

The frequency of accidents is high in China's logistics industry and huge damages to the society and economy are involved. The government and enterprises' safety measures to protect the logistics system are often inadequate due to lack of a good understanding of logistics safety. Thus it is necessary to have a framework of logistics safety system including several important aspects. This paper proposes a framework for four logistics functions including storage, transportation, information and transaction, in three levels: technology, processing and personal management, as a basis for an effective logistics safety system. Three modules with respect to preventions, maintenances and emergencies are summarized. Some measures for logistics safety are suggested based on the theory of securities chain.
