加强青少年德育教育是"以德治国"的基础

江泽民提出“以德治国”，是时代的呼唤，是法制的发展。青少年的德育教育直接关系到人才培养，关系到我国现代化建设的大局，所以，青少年德育教育是“以德治国”的基础。而当前学校的德育问题令人忧虑，学校德育工作的不力，少数教师的德育意识不足以及德育教学中的知行脱节等，都将严重阻碍教育事业的发展。因此，各级教育行政部门及学校领导要切实转变教育观念，建立和完善德育政策机制，加强德育教师队伍建设和德育研究队伍的建设，认真研究德育的内容。

Base of Governing State with Morality: Strengthening Morality Edueation

Governing state with morality stated by president JIANG Ze-ming is the need of times and development of the law. Morality edueation for youths has a lot influence on talent training and modernization construction. Therefore,morality edueation for youths is the base of governing state with morality. The current situation of morality education in schools has much for people to worry. Pressure from this task,inefficiency of awareness of some teachers and knowledge coming apart from action in teaching prevent education from developing rapidly. All Levels of education administration departments and schools leaders must update their education conceptiond, found and perfect education conceptiond ,found and perfect education policy system and study the contents of morality education.
