| 摘 要： | 指出政府公共管理制度和方法，与人们认识公共管理的哲学观点紧密相关。从中国古代儒法思想和西方公共管理哲学摘取合理的公共管理制度所应该包含的哲学思想，结合中国公共管理的思想精华与西方可资借鉴的公共管理思想，提出完善我国公共管理制度和公共政策决策机制的相关建议。

| Abstract: | Governmental public management system and policy are closely related to the public management philosophy. Extracting sound philosophy of public management system from Chinese ancient Confucianism, and based on combining Chinese and western philosophy on public management, this essay puts forward some suggestions on perfecting Chinese public management and policy decision-making system. |
