| Abstract: | By adopting the principal-agent theory, this paper, from three aspects of interest target, information symmetry, and incentive mechanism, analyzes the underlying causes of why the macro-control policies of the central government are not properly implemented by local governments. Then it proposes corresponding measures including enhancing supervision and restriction, improving information transparency, and perfecting the evaluation system of the local governments' achievements. |
